    Arvind Mayaram has a PhD in Finance and is a Certified PPP Specialist. He was earlier the Finance Secretary of India. He has been the Alternate Governor of India on the Board of World Bank, ADB and African Development Bank. He was India’s finance deputy in G20 and BRICS. He was also on the Board of the Reserve Bank of India and the Securities Exchanges Board of India. He was India’s chief negotiator for BRICS New Development Bank and co-chair of the Framework Working Group of G-20.

    In the Indian State of Rajasthan he worked, in addition to several other assignments, as Investment Commissioner, Secretary Industries & Commerce and Tourism Secretary. He has also had experience of senior management positions in several public sector enterprises.

    He has been instrumental in several major initiatives in the area of investment, infrastructure development, Public Private Partnerships and institution building. He spearheaded the establishment of the framework for mainstreaming PPPs in India and accelerated the process of including newer areas for PPPs. He has worked extensively in the field of infrastructure finance. He also designed the first PPP module for delivering infrastructure in the rural areas deftly combining infrastructure asset creation and delivery of services with private investment in economic activities and skill development for the poor and an integrated education and skill certification programme for school dropouts.

    He was Vice President of the World Association of Investment Promotion Agencies (WAIPA), formed under the aegis of UNCTAD, UNIDO, FIAS and MIGA for two terms in early 2000. He has been an investment promotion expert with the UNCTAD for several years and his expertise in the area of PPPs is internationally acknowledged. He has undertaken a large number of missions for the UN agencies in several developing countries such as Sudan, South Africa, Fiji, Ecuador, Uzbekistan, South Africa, Cambodia etc. and has led several foreign economic negotiations on behalf of the Government of India at sub-cabinet level strategic economic dialogues with countries such as the USA, China, the UK, Japan and South Korea.

    He is an institution builder. He was one of the founder members of the World Association of Investment Promotion Agencies (WAIPA), a multilateral organisation. In addition to many other important initiatives in building institutions, he conceived of the unique public private partnership structure for Project Development Company of Rajasthan (PDCOR) and National Skill Development Corporation and the National Skill Development Trust, the foundation stones of the National Skill Development Mission in India.

    Mr. Smith is a partner in the Infrastructure Development Group. He is a UK Qualified lawyer with over 20 years of practice and is a specialist in infrastructure, construction and PPP projects and has advised on many major projects in transport, health, education, defence, accommodation and energy in Europe, the Middle East, the Far East and Africa.

    He is a member of the UNECE Business Advisory Board, Head of the UN’s PPP Readiness Task Force (set up to give practical aid and advice to countries in their PPP implementation programmes), is an associate expert in PPP Capacity Building with the United Nations Development Programme. He has assisted the United Nations Economic and Social Commission in drafting its Transport PPP Guidance documentation and Co-authored the UNECE Guide to Promoting Good Governance in Public Private Partnerships. He has recently carried out feasibility studies for PPP implementation in Mongolia and Uzbekistan at the request of the Mongolian and Uzbek Governments and worked with USAID and the Mongolian State Property Committee to develop PPP Capacity and documentation as part of USAID’s Economic Policy Reform and Competitiveness Project. He has also worked on a World Bank Project for PPP training of Government Officials in PPP in India.

    Mr. Smith has lectured extensively on PPP related topics and has worked with UNDP, United Nations Economic and Social Commission Asia Pacific, U.N.E.C.E , the Moscow School of Economics, the World Bank, USAID, and Asia Development Bank in the Asia Pacific region and  Eastern Europe developing PPP Capacity Building and drafting standard guidance and contract documentation.

Tushar has over 20 years of professional experience with expertise in Public Policy, Governance & Institutional Reforms, and Public Private Partnerships (PPP). During his 12-year stint at YES BANK, Tushar’s work has cut across multiple sectors with emphasis on Institutional Innovation and Social Equity in growth models.

    His sectoral areas of interest encompass Infrastructure, Agribusiness & Agri-Infrastructure, Tourism, Education, Sports, Governance, Energy, Mining and Sustainable Development. Tushar has been a part of Indo-Canada Mining Committee, Indo-Canada Chamber of Commerce, and has completed several infrastructure assignments including those in India, Philippines and Mozambique across various sectors including roads and railways.

    Tushar has also recently been invited as a Private Sector Consultant to the State Planning Commission Chhattisgarh for the Agriculture Standing Working Group on Revamping Agriculture Extension Management in Chhattisgarh through PPP. Tushar has represented the Indian financial sector at the G20-CSIRO Food4Growth leader’s forum, the precursor to the G20 Chief Agricultural Scientists’ meet. He is currently pursuing an independent research on Farmer Organizations’ impact on smallholder farmers.

    Tushar is an executive alumnus of Harvard Kennedy School of Government and an Indo-US Cochran Fellow on Agricultural Policy from US Department of Agriculture. He holds a M.Sc. (H) Economics and B.E (H) Mechanical Engineering from Birla Institute of Technology & Science, Pilani.

    Since 2004, Dr. Al Hasani has been working as a senior economist at the Dubai Economic Council (DEC), the think tank of the Government of Dubai/ UAE in th5e economic-policy making. He conducted dozens of working papers and surveys in various economic issues. He has also developed a number of critical initiatives and policy recommendations. Since 2009, Al Hasani has been acting as an economic editor-in-chief at the DEC.

    Before joining the DEC, Dr. Al Hasani worked as an academic in a number of universities. He has also collaborated as a trainer.

    Al Hasani has partaken as a panellist and moderator in a number of local, regional and international conferences in various issues particularly Public-Private Partnership (PPP): Canada, UK, Qatar, Australia and Dubai. He has been named by Queensland authorities in Australia as an international expert in PPP.

    Al Hasani published several papers in referred and non-referred journals, and one book entitled “International Finance”. His research interests cover a wide range of topics, importantly: PPP, international economic relations, economic development, and oil markets.

    Irfan has published hundreds of articles in local newspapers. Additionally, he has been frequently invited as an economic expert in a number of business TV interviews.

    Al Hasani collaborated as a referee for various research and academic institutions, most recently Al Owais Creativity Award, Rashid Bin Humaid Award for Culture and Science, among others.

    During his career, Al Hasani received numerous awards and certificates. In 2008, he was the “Third Prize Winner of the Dubai Economic Research Award (DERA), the most prestigious empirical analysis-based research comes under the patronage of the UAE Ministry of Finance. The winning paper entitled “PPP Policies and Their Applicability to Dubai”, has been presented at the Canadian Economic Association Annual Conference. In 2002, he has been selected as ‘the best research project’ from the Arab Society for Economic Research at Cairo (Egypt) to conduct a study on “The Political Economy of International financial crises and their Implications to GCC Markets”.

    Al Hasani has been also awarded many certificates of thanks and appreciation from several local and foreign educational institutions and conferences, (e.g., Georgia University (USA), Queensland (Australia), University of Derby (UK), etc. Most recently, Al Hasani has been acknowledged by the senior officials at Dubai government as one of the best critical suggestions submitted to improve the ecosystem of Dubai.

    Al Hasani made the viva voice (public defence) for PhD in Economics from the University of Derby (UK), and his thesis was about PPP. He also holds master degree and bachelor in Economics.

    Amber is an alumnus of IIT Bombay and IIM Ahmedabad and has a professional experience of over 25 years.

    He and his team have carried out several engagements with Ministry of Civil Aviation (MoCA), Airports Economic Regulatory Authority (AERA), Airports Authority of India (AAI), GMR, GVK, Cochin Airport, Reliance Airports, Zurich Airport etc. Team KPMG is assisting airlines like IndiGo, Jet, Air India, SpiceJet, GoAir and Vistara in different capacities.

    Amber’s team has provided significant inputs to MoCA for the National Civil Aviation Policy (NCAP 2016). He had earlier assisted MoCA in drafting the 12th Five Year Plan for aviation. Amber is working as transaction adviser to state governments for the greenfield airports at Navi Mumbai, Goa, Singrauli and Vizag.

    Amber has assisted MoCA and AAI in several key engagements like the hive-off of AAI’s Air Navigation Services; feasibility analysis for Juhu Airport, Rohtak Airport; business plan for GAGAN and establishment of National Aviation University (NAU).

    He is Vice Chairman of the CII national committee on aviation and Co-Chairman – Aviation at the American Chambers of Commerce (AMCHAM). He works closely with industry associations connected to airlines, airports, MRO, air-cargo and general aviation. He is a regular speaker on aviation and defence matters in the media.

    Amber was honored for ‘Valuable contribution to Indian aviation’ in October 2012 by Shri Ajit Singh, the then union aviation minister.

    Matthias Engler has 20 years of experience in the aviation business with Fraport AG where he joined the Global Investments and Management department in 2009 and currently attends to the investments of Fraport in Asia as well as monitors Asian aviation markets. Since 2012, Matthias is also acting as Managing Director of Fraport Project Office Delhi and represents Fraport AG on the Board of Directors of Delhi International Airport Ltd. since then. Matthias has been involved in several airport privatization projects in Europe and Asia in recent years, in particular he led the project team for the successful acquisition of Ljubljana Airport, Slovenia in 2014.
