    Mr. İlker Aycı was born in Istanbul in 1971, graduated from the Bilkent University’s Department of Political Science and Public Administration in 1994. He continued his academic studies as a researcher at the Political Science Department of the UK’s University of Leeds in 1995. Mr. Aycı completed his Master’s degree in International Relations at Marmara University in 1997. Mr. İlker Aycı’s professional career began in 1994, holding various positions at Kurtsan İlaçları A.Ş., the Istanbul Metropolitan Municipality, and Universal Dış Ticaret A.Ş. Following these positions, Mr. Aycı served as the General Manager at Başak Sigorta A.Ş. between 2005 and 2006 and became the General Manager at Güneş Sigorta A.Ş. in 2006. (Both Başak Sigorta and Güneş Sigorta are the leading insurance companies of Turkey). Mr. İlker Aycı also served as a chair or board member of various organizations, including the Association of the Insurance and Reinsurance Companies of Turkey, the Foreign Economic Relations Board (DEİK) Turkish-Chinese Business Council, Vakıf Emeklilik A.Ş., and Vakıfbank Güneş Sigorta Sports Club  (2008 European Challenge Cup Champion) and he has been a board member of Turkish Airlines. Mr. İlker Aycı was appointed as the president of Investment Support and Promotion Agency of Turkey (ISPAT) on January 2011. ISPAT is the official Investment Promotion Agency of Turkey attached to the Prime Ministry and the President of ISPAT directly reports to the Prime Minister. Mr. İlker Aycı was elected for the first vice presidency of WAIPA on the 12th February 2013 and on 24th January 2014 he was appointed as the President of WAIPA.

    Jaime Fortunato Caringal

    Atty. Jaime Fortunato A. Caringal is the Assistant Secretary for Project Development and PPP of the Department of Transportation and Communications (DOTC) of the Philippines. He obtained his Master of Laws degree from the Institute of Law and Finance of Johann Wolfgang Goethe Universitat in Germany. Carrying with him several years of experience in the fields of law and finance, Atty. Caringal has taught Project Finance in one of the leading law schools in the Philippines. Having worked in both private and government sectors, he has gained a unique and holistic perspective in approaching various legal, financial and commercial concerns thereby enabling him to efficiently spearhead the PPP projects of the DOTC.

    Yusuf Akcayoğlu graduated from Civil Engineering Faculty of the Istanbul Technical University in 1992. His academic background also includes two years of undergraduate studies in Physics at Ankara University’s Science Faculty before moving into the Engineering field.

    Akcayoğlu started his career with the Southern Coast Highway Project in Turkey. After being involved in civil/infrastructure and mixed-use development projects in the Russian Federation for 6 years, he returned to Turkey in 1999 for the New Runway, Apron and Taxiways Project of the Istanbul Ataturk International Airport. He pursued his graduate studies in the US between 2001 and 2004 and holds an MBA degree from California State University.

    Akçayoğlu worked for TAV from 2004 till 2014, starting as GCC Regional Director then he is appointed as Middle East Director. He played an instrumental role in steering TAV Construction’s rapid expansion in the region. Some of the noteworthy projects that he oversaw including the Passenger Terminal Complex of the New Doha International Airport in Qatar, the Main Contract 1 (MC-1) package of the Development of the Muscat International Airport project in the Sultanate of Oman, Midfield Terminal Building at the Abu Dhabi International Airport, King Khaled International Airport in Riyadh, Damac Towers by Paramount consisting of 4 towers, 54 floors each, and the 101-storey 425 meters record tall Marina-101 Hotel & Residences Tower in Dubai, United Arab Emirates.

    Mr Dupeyron, 46, a graduate of Ecole Polytechnique and the École des Ponts et Chaussées (civil engineering school) and a former student of ENA (Ecole Nationale d’Administration), began his career at the Ministry of the Economy and Finance. In 2004, he joined Aéroports de Paris, where he was Director of Financial Operations in charge of preparing the Group’s 2006 flotation on the stock exchange. In 2008, he negotiated the industrial alliance between Aéroports de Paris and Schiphol Group before becoming head of the Hub Télécom subsidiary. Subsequently, he led Masternaut. In 2013, Mr Dupeyron joined the Prime Minister’s office to run the Programme des Investissements d’Avenir (Investing in the Future Programme), which promotes the digital economy, under the responsibility of Louis Gallois.

    Since 1999, Guy Brazeau has held positions within IATA with worldwide responsibility at the director level in Consulting, Training and Business intelligence. Over the last 25 years, Mr. Brazeau has been active in the field of aviation in more than 45 countries. During this time, his international achievements also include the negotiation and/or execution of numerous innovative commercial and/or partnership agreements with major international aviation organizations.

    More recently, in addition to directing IATA’s consulting services, Guy has managed or contributed to civil aviation, airline and airport strategy management/infrastructure projects in Europe, the Caribbean, South America, Asia, Africa and Eastern Europe. Prior to joining IATA, Guy was Director, Central and Eastern Europe for the International Aviation Management Institute (IAMTI). Guy holds a Bachelor’s degree in Philosophy from the University of Ottawa and a Master’s degree in Public Administration from the École Nationale d’Administration Publique.

    Funda OCAK was born in 1955, in Ankara. She was graduated from Hacettepe University Faculty of Economics and Administrative Sciences and took Office in banking sector the same year, then in the Undersecretariat of Treasury mainly on external financing between the years of 1980 and 1985. She entered aviation sector in 1985 and took Office as an executive in several stages of DHMİ General Directorate. She is the Deputy Director and Member of Board Directors since the year 2007. Most of her career centers on PPP Projects. She performed two significant projects at the beginning of the 90’s when the regulations of BOT were not composed in our country and hereafter took an active role in the studies of BOT regulations. She undertooked management of 15 projects in aviation sector and also consulted for the other sectors apart from aviation until today.

    Ms. OCAK worked on Public-Private Partnership projects in the aviation sector of our country for a significant part of her 34 years of career. In the aviation sector, she took Office in the Presidency of the Commission of the international tenders realized with built-operate-transfer model of Antalya International Airport Ist and IInd Stages, Atatürk Airport, Dalaman, Bodrum, İzmir Adnan Menderes, Esenboğa Domestic and International terminals; Presidency of the Comission of privatization projects of Antalya, Atatürk and İzmir Adnan Menderes passenger terminals and Gazipaşa and Zonguldak Çaycuma Airports, as the member of the Commission of Bosphorus Tubular Passage Project, Sabiha Gökçen and High Speed Train Terminal Projects and the Chairmanship of Public Private Partnership Specialization Commission.

    She also took office in the Project Finance, studies of International Credit and Finance Markets, Deputy Chair of Aviation Sector Council of Transportation in the meantime. She participated in numerous conferences and training particularly related to Public Private Partnership projects abroad.

    Peter has more than 19 years experience working on a variety of infrastructure projects. Within the Project Finance team of UniCredit Corporate & Investment Banking he started in 1995 with a focus on PFI and infrastructure projects in Europe. He has been responsible for the structuring and arranging of several landmark transportation projects mainly in the railway sector as well as for financial advisory mandates for private and public clients.

    Starting in 1999 but more actively since 2003 he developed the project finance business in Turkey for UniCredit Group and built up a broad network to Turkish customers and authorities. He was in charge for the structuring and arranging of the privatizations of Istanbul Airport, Ankara Airport and Antalya Airport among others.

    As the most recent deal highlights in 2013 Peter closed his Financial Advisory mandate for the Eurasia Road Tunnel Crossing in Istanbul, a landmark USD 1.2bn financing involving Multilaterals, ECAs, intl. and Turkish commercial banks. Furthermore Peter closed the refinancing of Mersin Port using for the first time a corporate bond issue for an infrastructure concession based asset in Turkey.

    Since 2010 Peter is heading UniCredit’s cross border Infrastructure Turkey Team based in Istanbul and Munich. Beginning with 2014 the Munich part of the Infrastructure Turkey team has moved to the CEE Division of UniCredit Group headquartered in UniCredit Bank Austria AG, Vienna.

    Peter’s main focus is now on the upcoming large Privatizations and Hospital PPPs in Turkey. The first of its kind, the Mersin PPP Hospital has been signed on 21 November 2014. He is a graduate of the Ludwig-Maximilians University in Munich with a degree in Business Administration.

    Keith Spinks is Secretary General of the European Travel Retail Confederation, a position he has held since its establishment in 2004. During this time he has successfully represented the travel retail and duty free industry on a number of strategic political issues and has helped build an industry representative body that is very much focused on the strategic development of a unique retail channel. Keith manages a small secretariat based at the ETRC office in Brussels.

    Prior to this Spinks held a number of senior positions with a major international FMCG company, including 12 years as Public Affairs Director for its international duty free division. Spinks brings a wealth of experience in representing the duty free industry in political circles, both within Europe and internationally.

    Mr. Smith is a partner in the Infrastructure Development Group. He is a UK Qualified lawyer with over 20 years of practice and is a specialist in infrastructure, construction and PPP projects and has advised on many major projects in transport, health, education, defence, accommodation and energy in Europe, the Middle East, the Far East and Africa.

    He is a member of the UNECE Business Advisory Board, Head of the UN’s PPP Readiness Task Force (set up to give practical aid and advice to countries in their PPP implementation programmes), is an associate expert in PPP Capacity Building with the United Nations Development Programme. He has assisted the United Nations Economic and Social Commission in drafting its Transport PPP Guidance documentation and Co-authored the UNECE Guide to Promoting Good Governance in Public Private Partnerships. He has recently carried out feasibility studies for PPP implementation in Mongolia and Uzbekistan at the request of the Mongolian and Uzbek Governments and worked with USAID and the Mongolian State Property Committee to develop PPP Capacity and documentation as part of USAID’s Economic Policy Reform and Competitiveness Project. He has also worked on a World Bank Project for PPP training of Government Officials in PPP in India.

    Mr. Smith has lectured extensively on PPP related topics and has worked with UNDP, United Nations Economic and Social Commission Asia Pacific, U.N.E.C.E , the Moscow School of Economics, the World Bank, USAID, and Asia Development Bank in the Asia Pacific region and  Eastern Europe developing PPP Capacity Building and drafting standard guidance and contract documentation.

    Murat Soğancıoğlu was born in Ankara, in 1972. He began his professional career working in International Trade Finance and as a Project Financing Specialist in London, he took part in IT investments, both in London and in Turkey.

    From 2004 he was employed within IC Holding as Director of Business Development and Infrastructure Investments, and held the position of Managing Director of ICF Airports Antalya Airport.

    He currently continues his professional career as the Managing Director of Infrastructure Investments of IC Investment Holding and also Member of the Board of Director of ICF Airports, Member of the Executive Committee of ICF Ictas and Member of the Executive Committee of IC Holding Infrastructure Investments.

    Ümit joined KPMG Istanbul in 1999, where he gained six years audit experience in planning, performing and controlling audits. He provided audit services to multinational and domestic companies in energy, construction, and service sectors.

    During his career in KPMG he has participated in around 100 due diligence projects as well as valuation engagements. His due diligence engagements include major global corporate and private equity clients in their acquisitions in Turkey, as well as privatisation projects for Başkent Gas and EUAS lignite fired power plants.

    Ümit successfully completed a six month assignment to KPMG London’s Business Modelling Group and returned to work in KPMG’s Istanbul office in July 2010. During his assignment he gained significant experience in model audit and building for project finance and merger and acquisitions transactions, predominantly in the infrastructure sectors.

    In Turkey he led the project for the development of a business model for the first Public Private Partnership deals for the construction and operation of an integrated health campus in Kayseri, Bilkent, İkitelli and Etlik.

    He advised three multinational energy companies operating in Turkey for the development of financial models for their seven hydroelectric, one wind power and two coal fired power plant projects.

    He also reviewed and built business models of various companies prepared as part of M&A transactions or business planning processes.

He has been involved in hundreds of projects in the past twenty-five years, encompassing all scales of development from individual buildings to multi-thousand acre projects across the globe and is currently working on five continents. His work focuses on issues of broadly sustainable development, particularly the creation of health and research districts in urban areas and the design and metrics that facilitate the success of these districts. He further addresses the regulatory framework within which this development occurs, and provides innovative strategies for appropriate design and policy implementation that allows for the seamless incorporation of research and healthcare specific elements in new and existing districts. David received the AIA (American Institute of Architects) Atlanta Silver Medal in 2003 and the AIA Georgia Bronze Medal in 2008. David was a member of Georgia Tech College of Architecture Faculty from 1992-2013; appointed Professor of the Practice of Architecture, where he taught studios focused on research both at the building level and as urban design studios. He is currently located in the London offices of Perkins+Will, leading planning efforts globally for the Cities+Sites practice and he is the current CEO of AREA Research, the non-profit research arm of the company. He lectures and publishes widely on issues of urban design, planning and architecture.

    Professor Sylvester Monye is the Senior Policy Adviser to the Governor of Delta State, Nigeria, dealing with Policies, Projects & Performance of the Administration. He has held numerous senior national level positions in government over the last 15 years, including being the Director of Multilateral Institutions at the Federal Ministry of Finance; Executive Secretary of the National Planning Commission; a key Member of the National Economic Management Team, and Special Adviser to the President of Federal Republic of Nigeria on Performance Monitoring & Evaluation (2011 – 2015). He is currently leading on a number of initiatives in Delta State, including the Concessioning of the Asaba International Airport.

    2000-2004: Managing Director of Air Senegal International, a subsidiary of Royal Air Maroc based in Dakar.

    George Anjaparidze is Senior Economist in IATA’s Chief Economist department.  His work areas are economic regulation and public policy, focusing on air transport infrastructure, international trade, and climate change. His previous experience includes multilateral climate finance negotiations at UNFCCC and developing the institutional framework for infrastructure regulation and investment at the World Bank.

    His role is to provide input to regulators on policy options for regulating and developing air transport infrastructure to meet current and future needs. George holds a Master of Public Policy from Harvard University and a Bachelor of Business Administration in Finance from Goizueta Business School.

    Michael Davey was employed by the European Bank for Reconstruction and Development from 1993 to early 2015. During that time he was involved in establishing the EBRD’s operations with the Russian financial sector followed by Country Director for Kazakhstan, Kyrgyz Republic and Tajikistan and then Country Director for Armenia, Azerbaijan, Belarus, Georgia and Moldova.  In January 2009 he was appointed as Country Director for Turkey and played a leading role in putting in place an EBRD business in Turkey that is substantial, successful and diversified.

    He is a business graduate of Massey University in New Zealand.

    Mr. Davey began his professional career with the Bank of New Zealand, then continued with DFC (NZ) Ltd followed by nine years at the Asian Development Bank.

    Since his retirement from the EBRD in February 2015, Mr Davey has remained resident in Turkey and has assumed a range of Board positions with Turkish corporates including as a board member for YDA Group and two YDA subsidiaries.

    Barış Derbentli has joined DenizBank Project Finance Team in 2011, where he is Department Head responsible for Infrastructure Projects since 2014. He involved in a wide variety of studies like debt origination & structuring, market overview, conducting of due diligence processes, negotiation of finance documentation and monitoring of the project, where he experienced various cases.
