Levent has an undergraduate degree on Business Administration (with the major in finance) and has his masters degree in the Executive-MBA programme of Sabancı University.

    Eng. Alaa Samman is responsible for implementing commercialization strategies and plans to enhance commercial, retail and private sector investments at Saudi Arabia’s 23 Domestic Airports. Since early 2007, has been mandated by the President of GACA to oversee several PPP project transactions, namely the development rehabilitation of Prince Mohamed Bin Abdulaziz International Airport at Madinah at an estimated project cost of $1.5 billion; the development of Airport Cities at three international airports starting with Jeddah and Riyadh; the privatization and commercialization of the Fixed Base Operators’ (FBO) facilities at Jeddah and Riyadh airports; the privatization of the operation of the VIP Lounges at 4 international and 8 domestic airports. Successfully completed three PPP transactions namely, the commercialization of advertising operation at all Saudi airports, the development of a $200 million Haj Terminal and a $50 million Water Desalination Plant at King Abdulaziz International Airport in Jeddah. Previous experience includes airport facilities management at Jeddah airport, working with a team of engineers and architects on the development plans for King Abdulaziz International Airport in Jeddah at Bechtel’s San Francisco Headquarters.

    Mr Ferozie focuses on the financial advisory for the infrastructure sector and advises on structuring, executing and tendering PPPs and privatization transactions. His recent mandates include advising the Government of Egypt in the concession of the wastewater treatment plant, Government of Saudi Arabia on the concessions of the Desalination and the Hajj terminal projects at Jeddah airport; and advising the Government of Pakistan on the privatization of an electricity distribution company. He is currently advising the Government of Saudi Arabia on the concession of Madinah Airport and developing “Aerotroplis” at Jeddah, Riyadh and Dammam Airports through a PPP scheme.

He has over 30 years’ experience in the design, construction and planning of civil engineering projects and has worked on several large multi faceted projects, including Hong Kong International Airport, KCRC’s West Rail and Shatin to Central Link and the Channel Tunnel. Richard has worked in the UK, Libya, Malaysia, Hong, Kong, India, Maldives and Turkey. He has a degree from the University of Southampton and is a Member of the Institute of Civil Engineers.

    Mohammed Paracha is a banking lawyer based in Dubai and is also the Head of our Islamic finance practice for the Middle East and Africa.

    Mohammed specialises in Islamic financial and banking transactions and has a broad range of transactional experience. Mohammed’s main area of skills is with cross-border transactions where he advises clients across a broad range of asset classes and industry sectors.

    His transactions are predominantly asset related involving real estate, ships, aircraft and project assets or complex structured transactions in new markets where tax, legal and Shariah principles need to be navigated in order to deliver optimum returns to Islamic investors.

    Mohammed advised the sponsors TAV Havalimanlari Holding A.S, Saudi Oger Limited and Al Rajhi Holdings (the TIBAH Consortium) on the financing and construction of the US$1.2 billion expansion of Madinah Airport in the Kingdom of Saudi Arabia. This is the first full PPP (Public Private Partnership) project in Saudi Arabia and one of the largest infrastructure projects in the Middle East in 2012.

    Mohammed trained and qualified with our practice and gained international recognition for his work as the sole legal member of the Bank of England’s committee on Islamic finance where he assisted the UK Government in establishing London as an international Islamic finance hub.

    Peter has more than 19 years experience working on a variety of infrastructure projects. Within the Project Finance team of UniCredit Corporate & Investment Banking he started in 1995 with a focus on PFI and infrastructure projects in Europe. He has been responsible for the structuring and arranging of several landmark transportation projects mainly in the railway sector as well as for financial advisory mandates for private and public clients.

    Starting in 1999 but more actively since 2003 he developed the project finance business in Turkey for UniCredit Group and built up a broad network to Turkish customers and authorities. He was in charge for the structuring and arranging of the privatizations of Istanbul Airport, Ankara Airport and Antalya Airport among others.

    As the most recent deal highlights in 2013 Peter closed his Financial Advisory mandate for the Eurasia Road Tunnel Crossing in Istanbul, a landmark USD 1.2bn financing involving Multilaterals, ECAs, intl. and Turkish commercial banks. Furthermore Peter closed the refinancing of Mersin Port using for the first time a corporate bond issue for an infrastructure concession based asset in Turkey.

    Since 2010 Peter is heading UniCredit’s cross border Infrastructure Turkey Team based in Istanbul and Munich. Beginning with 2014 the Munich part of the Infrastructure Turkey team has moved to the CEE Division of UniCredit Group headquartered in UniCredit Bank Austria AG, Vienna.

    Peter’s main focus is now on the upcoming large Privatizations and Hospital PPPs in Turkey.

    He is a graduate of the Ludwig-Maximilians University in Munich with a degree in Business Administration.

    Mr. Reed has worked for SITA for 14 years and currently serves as Director, Airport Strategy where he is responsible for the following:

    1) Leading the 3-year business planning process for the SITA’s Airport Solution Line

    2) Leading market research and analysis, competitive intelligence, assess future market trends and recommend new growth opportunities

    3) Responsible for identifying potential partners and acquisition candidates 

    4) Accountable for driving new product development at initial concept stage 

    Before joining SITA, Ron was employed with Delta Air Lines and began his career in aviation with Lockheed Martin Aeronautical Company.

    Ron’s background also includes an MBA and various professional accreditations such as Airport Management Professional Accreditation Program (AMPAP).

    Mr. Robert Hornblower has over 30 years of airport development experience on projects undertaken in North, Central and South America, the Middle-East, Africa, Europe and Asia.  During the course of his career, he has worked as project director and subject matter expert on over 30 airport projects on land use plans, master planning, terminal design, independent design review, forecasts, simulation, capacity, financial analysis, expansion and remodelling.

    His experience includes projects where the public and the private sector were sharing risk and responsibilities, with focus on financial viability, airport performance, ease of expansion to avoid costly adjustments and capacity balance. 

    Robert worked for IATA, governments, airport authorities and airport concessionaires. He supported private bidders on privatization projects, acted as auditors and as owner’s specialist in determining minimum requirements. This broad involvement gives him a unique perspective on the many stakeholder’s issues and solutions.

    Mr. Hornblower is the author of several chapters of IATA Airport Development Reference Manual 9th Edition, which is a reference document, used by consultants, Government, Airport Authorities and Concessionaires around the world.  In addition, he represented IATA at ICAO’s Aerodrome Panel and Airport Design Working Group for the updating of the Annex 14.

    Sule has over 20 years experience working on a variety of Project Finance/Financial Advisory, M&A, Private Equity, Bank Acquisition  projects.

     

    She is currently working as the Deputy Country Director for Turkey at EBRD since June 2014. In this position, she reports directly to the Country Director, provide support to develop the Istanbul RO as the main operational hub in Turkey, and assist to develop and deliver the country strategy. Responsibilities in her position: Take the lead in the Bank’s strategy business development and execution (infrastructure (municipalities, transportation, social infrastructure, PPPs), energy (power and natural resources)). Portfolio monitoring. Policy Dialogue and Representation of the Bank to the Turkish Government. Staff Management.

     

    Prior to that, she worked as Head of Financial Advisory Turkey for PCF based in Istanbul and as a Managing Director in Unicredit Group for over 6.5 years, representing Unicredit CIB in Turkey for its financial advisory, structured and project finance activities across all industry sectors including infrastructure, PPPs, energy, commodity industries, oil and gas. She has been responsible for the structuring and arranging of several transportation, infrastructure, PPP and privatisation projects in Turkey. An excerpt of her transactions include: Financial Advisory of ETLIK PPP, BILKENT PPP and IKITELLI PPP Projects, Financial Advisory for EURASIA TUNNEL Project, Financial Advisory for STAR Refinery Project and TOLLROAD PRIVATISATION, structuring & arranging mandates of DALAMAN AIRPORT, IZMIR AIRPORT; ZAFER AIRPORT; ANTALYA AIRPORT, ATATURK AIRPORT; ESENBOGA AIRPORT, MERSIN PORT; BANDIRMA PORT and ISKENDERUN PORT, BASKENT GAZ Privatisation, structuring and coordinating roles in various other BOT schemed projects and other infrastructure projects currently in progress.

     

    Previous to her employment with UniCredit, Sule worked for Garanti Bank (Project Finance-Transportation & Infrastructure), Emporiki Venture Capital (Representative Head of Turkey Desk), Dogus Holding (Advisor to Chairman), Citibank (as the Head of Strategy & Business Development, Bank Acquisitions and M&A) and the Privatisation Administration of Turkey (Project Manager  for PETKIM Privatisation).

     

    Sule is a graduate of Istanbul Technical University (with 1st degree honour), Turkey, a BSc in Industrial Engineering and has acquired an MBA and MSc from the University of Manchester, UMIST, UK (graduated with Distinction). She is currently proceeding with PhD in Finance at Bosphorus University, Istanbul.

    of the leading corporate lawyers in Turkey due to his extensive experience in all aspects of PPPs,
    privatization, public procurement, corporate law, contentious and non-contentious legal matters.
    He advises corporations, financial institutions, central and local authorities including self-regulatory
    organization, on strategic business issues, complex legal matters and legislative options.
    Dr. KEŞLI is also considered an authority in the field of Project Finance and PPPs in Turkey on
    account of his scholarly approach on law and considerable experience and involvement in several
    major national and International projects. His expertise is renowned in Turkey and beyond. He is
    currently advising to the Largest ever project of the Republic of Turkey, the project is in the energy
    sector.
    He has been member to various statutory and regulatory commissions including Vice-Chairman of
    United Nations International PPP Centre of Excellence, and membership of the UNECE Team of
    Specialist on PPP, membership of the board drafted ‘National Policy of Financing Environmental
    Projects through PPPS, chairman of the board conducted Civil Dialogue Process of Draft PPP Law in
    Turkey, chairman of the sub-committee on financing projects in National Transport Summit 2013.
    He has been working on PPP, Privatization, Corporate & Commercial Law, Project Finance, Energy
    Law, Intellectual Property and Competition with many books, legal articles, publications and
    presentations in English and Turkish languages as well as lectures at the Universities on the subjects
    given above.

    Mr. Smith is a partner in the Infrastructure Development Group. He is a UK Qualified lawyer with over 20 years of practice and is a specialist in infrastructure, construction and PPP projects and has advised on many major projects in transport, health, education, defence, accommodation and energy in Europe, the Middle East, the Far East and Africa.

     

    He is a member of the UNECE Business Advisory Board, Head of the UN’s PPP Readiness Task Force (set up to give practical aid and advice to countries in their PPP implementation programmes), is an associate expert in PPP Capacity Building with the United Nations Development Programme. He has assisted the United Nations Economic and Social Commission in drafting its Transport PPP Guidance documentation and Co-authored the UNECE Guide to Promoting Good Governance in Public Private Partnerships. He has recently carried out feasibility studies for PPP implementation in Mongolia and Uzbekistan at the request of the Mongolian and Uzbek Governments and worked with USAID and the Mongolian State Property Committee to develop PPP Capacity and documentation as part of USAID’s Economic Policy Reform and Competitiveness Project. He has also worked on a World Bank Project for PPP training of Government Officials in PPP in India.

     

    Mr. Smith has lectured extensively on PPP related topics and has worked with UNDP, United Nations Economic and Social Commission Asia Pacific, U.N.E.C.E , the Moscow School of Economics, the World Bank, USAID, and Asia Development Bank in the Asia Pacific region and  Eastern Europe developing PPP Capacity Building and drafting standard guidance and contract documentation.

    Eng. Hannoura is a PPP procurement and contract management professional, with all-round business experience mainly gained from working for the multilateral Organizations since 1997 (USAID 1 year then the World Bank for 9 years) as a Management Information System (MIS) and procurement expert, which where extended to full Project Management, Financing and Contract Management in the MENA Region.

    Eng. Hannoura worked as a deputy general manager, Business development Director and Vice President for different Regional and Local Organizations with a strong direct to customer’s experience. Such variance provided high exposures in senior and broadly based wider commercial aspects such as legal, logistics, sales and distribution, experience in business aspects in the Egyptian and Middle Eastern markets, as well as the implementation of total business and technology solutions, which was coupled by broad exposure to various cross-functional commercial and corporate affairs.

    Since Feb 1st, 2007, Eng. Atter Hannoura has joined the Ministry of Finance of the Egyptian Government to participate in establishing the PPP Central Unit ,in the capacity of the Director of the Central Department for PPP Projects and Tendering Affairs Contract Manager responsible for implementing PPP initiative on a national basis.. And in May 2011 Eng. Hannoura was promoted to be the Director of the PPP Central Unit.

    Mike is a director at the aviation consultancy – Helios, an Egis company – based in the UK. He has been a management consultant for over twenty-three years, specialising in air and marine transport infrastructure.

    He has been involved in private sector participation (PSP) projects for over fifteen years. He has experience of all phases of the PSP process from policy-making through establishment of governance mechanisms to the bidding process and subsequent operation. His clients have included the World Bank, the European Bank for Reconstruction and Development, the European Commission, the Indonesian Infrastructure Initiative, various national governments, investors and operators. Mike’s experience in PSP extends from airports to air traffic control as well as infrastructure supporting maritime navigation. One of his current interests is the potential for outsourcing air traffic control services at airports.

    Mike holds Masters and DPhil degrees (in Physics) from Oxford University. He is a Fellow of the UK Royal Institute of Navigation.

    With over 25 years experience in senior executive roles across banking and investment management Lee has extensive experience in the direct management of critical infrastructure projects, delivering enhanced returns for owners, investors and leading complex transition projects.

    Having held a number of senior management positions with Barclays Bank PLC across the UK, Europe and the Caribbean Lee joined InvestAD, an Abu Dhabi sovereign wealth fund as their Chief Financial Officer and was Investment Committee member for its USD$600m Infrastructure Fund. Lee was appointed Director and Board member, of a number of investment assets including a Middle East airport development investment acquired through a PPP bidding process.

    Lee is a qualified accountant with the Chartered Institute of Management Accountants, Chartered Associate of the Institute of Financial Services and an Associate of the Chartered Institute of Bankers.

    Lee originally from London, currently lives in Abu Dhabi he has two young children and supports Arsenal FC.
